JAL Japan Explorer Pass: the short answer

The JAL Japan Explorer Pass is a JAL domestic fare for visitors living abroad with an international ticket, sold per flight in Economy with no refunds. Tokyo to Sapporo then takes 1 h 30 min by air, not 7 h 45 min by train.

  • Who: People who live outside Japan and hold an international ticket to or from Japan
  • Flights: JL and NU domestic flights operated by JAL, JTA, J-AIR and JAC
  • Rules: Economy only, and no changes or refunds after you buy
  • Not covered: Flights operated by FDA, RAC, Amakusa Airlines, ORC and Jetstar Japan

Despite the name, you buy one domestic flight at a time. Each route sits in one of three fixed fare bands. A long flight across the country costs the same flat fare, whether you book weeks ahead or a few days before. JAL sells the fare on the JAL Japan Explorer Pass page. The JAL guide to the Japan Explorer Pass explains the bands with example routes.

The fare suits a trip that starts in Tokyo and adds one or two far-off places, such as Sapporo in winter, Fukuoka or Okinawa. Our Tokyo to Sapporo route guide shows why. The train takes most of a day, and Haneda has 56 flights a day to New Chitose Airport. For shorter hops on the main Shinkansen line, the train is often the easier choice. Below: who can buy the fare, how the bands work, how to book, and how it compares with the Shinkansen and the JR Pass.

Who can buy the JAL Japan Explorer Pass

JAL sets three conditions of use on the JAL Japan Explorer Pass page. Meet all three, or the booking will not stand.

  1. You live outside Japan. The fare is for visitors, so residents of Japan cannot buy it, whatever their passport.
  2. You hold an international ticket. At the time you book and pay, you need a ticket for an international flight to or from Japan.
  3. You give your passport details. The booking form asks for them when you buy.

The international ticket does not have to be on JAL. It must be a real flight into or out of Japan that is already booked. If you plan to arrive by ferry, or you already live in Japan on a work visa, this fare is not for you.

The chart above sums up the check in two questions. If you answer no to either one, book a regular domestic fare instead. If you answer yes to both, keep your passport and your international booking reference at hand before you open the booking page.

JAL can check the conditions at the airport. If you cannot show that you meet them, staff at check-in may ask you to buy a new ticket at the regular price. Carry your passport and a copy of your international itinerary on the day, even on a short domestic hop.

Children pay the same fare as adults on this pass, so there is no child discount. Infants who sit on an adult’s lap and do not take their own seat fly free.

The fare covers domestic flights with JL and NU flight numbers, operated by JAL, Japan Transocean Air (JTA), J-AIR and Japan Air Commuter (JAC). That covers the main trunk routes and many island and regional routes. The JAL Japan domestic routes page lists the cities JAL flies to. Some flights in the JAL network are flown by partner airlines, and those are left out. Flights operated by Fuji Dream Airlines (FDA), Ryukyu Air Commuter (RAC), Amakusa Airlines, Oriental Air Bridge (ORC) and Jetstar Japan are not covered.

Check the operator line in the search results before you pay. FDA, for example, flies to 14 airports in Japan, and our Fuji Dream Airlines page shows its own baggage rules. A flight with a JL number but an FDA operator will not price under this fare.

How fares are set by route

JAL does not price the pass by distance in a sliding scale. It groups every route into one of three bands, and the fare stays the same for every flight in that band. The fare includes Japan’s consumption tax. Some airports add a passenger facility charge on top, and the ticket is issued in the currency of the country where you buy it.

Fare band Type of route Example routes
Lowest Inside Hokkaido and Tokyo to Tohoku Sapporo–Kushiro, Tokyo–Akita
Middle Tokyo to Kansai, Okinawa to nearby islands Tokyo–Osaka, Tokyo–Nanki-Shirahama, Okinawa–Miyako
Highest Long flights from Tokyo Tokyo–Sapporo, Tokyo–Okinawa, Tokyo–Fukuoka
JAL Japan Explorer Pass fare bands and example routes — Every route sits in one of three bands, and each band has one fixed fare including consumption tax.

The table above follows the examples in JAL’s guide. The lowest band covers short routes inside Hokkaido and flights from Tokyo to Tohoku, such as Sapporo to Kushiro and Tokyo to Akita. The middle band covers Tokyo to Osaka, Tokyo to Nanki-Shirahama, and Okinawa to nearby islands such as Miyako. The highest band covers the long flights from Tokyo to Sapporo, Okinawa and Fukuoka.

Flights to the islands off Okinawa use smaller aircraft, and many of them fall in the middle band. The middle band is good value for island hopping once you reach Naha Airport.

Which fare band your route falls in. If you fly. Fare band. Sapporo–Kushiro or Tokyo–Akita. Lowest band.
Which fare band your route falls in

Use the lookup above to place your own route. Start from the city you fly out of, not the one you land in. A Tokyo flight to Sapporo sits in the highest band, while a flight inside Hokkaido from Sapporo sits in the lowest. A route that links two regional cities follows the same logic as the examples.

Two things change the final amount you see. The first is the passenger facility charge at airports that collect one, such as Haneda Airport. The second is the exchange rate, because JAL issues the ticket in your local currency. The booking page shows the total before you pay, so compare that number, not the band alone.

Seats in each band are limited per flight. On busy routes and busy days, the fare may not show at all for some flights. If the fare is missing on the flight you want, try a different time of day before you give up on the route. Fukuoka Airport and Naha both have many daily flights from Tokyo, so another departure often still has seats.

How to book, step by step

You book and pay in one go on the JAL Japan Explorer Pass reservation page. There is no separate pass to collect, and nothing to exchange in Japan.

How to book the JAL Japan Explorer Pass
You book and pay in one go online. There is no pass to collect in Japan.

The four steps in the chart run like this.

  1. Choose your region and language. The entry page asks where you live. Pick your country of residence, since that sets the currency of the ticket.
  2. Search for flights. Use Find Flights and Book, then enter the route and date. Only flights with seats in the fare appear.
  3. Enter your passport details. Type the name exactly as it appears in your passport, and add the passport number.
  4. Pay at once. Payment happens at the time of booking. When you finish, the ticket is bought.

Sales close shortly before departure, and the cut-off differs by route. Do not count on buying at the airport on the day. Book as soon as your international ticket is confirmed, because seats in each band are limited.

The year-end break is the hardest time to find seats. Domestic flights fill with people going home, and our New Year holiday guide shows which days Japan travels most. Winter trips to Sapporo also get busy. If you plan to fly then, book the domestic legs as soon as your international ticket is confirmed.

What you cannot do after you buy. Change to another flight or date. Get a refund. Move the ticket to another airline.
What you cannot do after you buy

The chart above lists what you cannot do once you pay. You cannot switch to another flight or date. You cannot get a refund. You cannot move the ticket to another airline or change the route. It does not work on flights run by FDA, RAC or Jetstar Japan. Fix your plan before you book each flight.

That rule matters more than the fare. If your international flight is late and you miss the domestic one, you lose the ticket. Leave a long gap between an arriving international flight and a domestic flight on this fare. Our JAL check-in deadlines page shows how early JAL closes check-in, so you can work back from the departure time.

Explorer Pass vs Shinkansen and JR Pass

The pass wins on time over long distances, and the train wins on the main Shinkansen corridor. The routes in our database make the gap clear.

Tokyo to Sapporo is the clearest case. Our Tokyo to Sapporo route data shows the Hayabusa and Limited Express Hokuto via Shin-Hakodate-Hokuto. The trip takes 7 h 45 min from Tokyo Station for 30,120 yen. Flights from Haneda to New Chitose take 1 h 30 min, with 56 flights a day. The first leaves at 06:20 and the last at 21:30. Flights from Narita take 1 h 45 min, with 17 a day. Flight times do not include getting to the airport.

Flights a day to New Chitose Airport (Sapporo)
All airlines combined, from airport timetables on 14 October 2026. Haneda has the most choice by far.
Item Value Note
Haneda 56 flights 1 h 30 min
Narita 17 flights 1 h 45 min
Itami (Osaka) 10 flights 1 h 45 min
Kansai 10 flights 1 h 55 min
Kobe 8 flights 1 h 50 min

The bars count all flights a day to New Chitose from five airports in Tokyo and the Osaka area. They include every airline, so not all of them are JAL. They still show how easy it is to find a flight. From Osaka, Itami has 10 flights a day to Sapporo, taking 1 h 45 min, and Kobe has 8. Our Osaka to Sapporo route data lists the first flight at 07:40 and the last at 19:00.

The Japan Rail Pass is the other option. The Japan Rail Pass official price page lists the 7-day Ordinary pass at 50,000 yen online. At an overseas agency it is 53,000 yen. The 14-day Ordinary pass is 80,000 yen, and the 21-day pass is 100,000 yen. The 7-day Green car pass is 70,000 yen. A child aged 6 to 11 pays 25,000 yen for the 7-day Ordinary pass.

A single Tokyo to Sapporo train ticket at 30,120 yen costs more than half of a 7-day JR Pass. Even with a JR Pass, that trip takes a full day each way. Many visitors use the JR Pass for Tokyo, Kyoto and Osaka, then fly the long leg to Sapporo, Fukuoka or Okinawa. Our guide on whether the JR Pass is worth it works through that choice in detail.

The Shinkansen in the photo runs the Tokaido line between Tokyo and Osaka. The fastest Nozomi and Mizuho trains on the Tokaido, Sanyo and Kyushu lines need a special ticket. Only JR Pass holders can get it. Our Japan Rail Pass page explains it.

Tokyo to Osaka is where the train holds up best. The Shinkansen runs from station to station, so you skip the trip out to Haneda and the time at security. Our Tokyo to Osaka route guide lists the trains and flights side by side. The Tokyo to Fukuoka route guide shows a longer rail trip, where a flight saves more time.

Okinawa has no train link to the main islands, so you must fly. Our Tokyo to Okinawa route guide lists the flights. From the Kansai side, flights from Itami to Naha take 2 h 5 min, with 6 a day. Kansai Airport has 9 a day and Kobe has 7. Our Osaka to Okinawa route data has the times.

Bags, seats and upgrades

Bags are where JAL’s full-service fares stand out from low-cost carriers. Our full-service vs low-cost airline comparison shows how much more a budget ticket can cost once you add a suitcase. The JAL Japan Explorer Pass page sets the free checked bag allowance for this fare.

For comparison, JAL gives Economy passengers on its international flights to Japan 2 bags of 23 kg each. Regular domestic fares follow the JAL domestic checked baggage allowance page. Our JAL baggage allowance guide covers excess fees if your suitcase goes over.

In the cabin, our JAL carry-on size page lists 115 cm in total and 10 kg on JAL flights to Japan. That is one bag plus one personal item. Our JAL airline profile has the full set of baggage numbers in one place.

Power banks follow Japan’s national rule on domestic flights too. Since 24 April 2026, each person may carry 2 power banks, each 160Wh or less, in carry-on only. You cannot charge them on board or use them to charge another device.

The fare is Economy only. JAL’s guide says you can pay at check-in to move up to Class J, shown in the photo, or First Class. This works only if seats are left. Class J gives a wider seat and more legroom on the main domestic routes. First Class runs on a small number of trunk routes from Haneda.

Wi-Fi on JAL domestic flights is free, so you can message your hotel or check trains on the way. Mileage works as on a domestic leg issued with an international ticket. The rate depends on the programme you credit to, so check it before you fly.

Explorer Pass Plus and ANA’s visitor fare

JAL also sells a package version. The JAL Japan Explorer Pass Plus FAQ covers JAPAN AIRLINES VACATIONS with JAL Japan Explorer Pass. This set combines domestic JAL flights with hotel nights. JALPAK, the JAL group tour company, runs it. You book the flight and the hotel together in one order.

The package suits a short stay in one city, such as a few nights in Sapporo or Okinawa, where you would book a hotel anyway. The same residence and international ticket conditions apply. Package bookings follow their own cancellation terms, set out in that FAQ, so read them before you pay.

ANA had a similar fare for visitors, the Discover Japan Fare. The ANA Japan domestic fares page says it ended for new bookings, ticketing and travel as of May 18, 2026. For domestic flights from May 19, 2026, ANA offers three fare options for all travellers.

ANA flies from Haneda to more than 40 airports nationwide, and over 50 airports in all. If ANA has the better time on your route, compare its regular fares with the Explorer Pass before you book. Our ANA airline profile lists its baggage rules. The ANA vs JAL comparison explains how the two airlines differ on the ground and in the air.
