Liquids in carry-on: the 100ml rule and 99 airlines compared
On international flights leaving Japan, liquids go in containers of 100 ml or less, all in one clear bag of up to 1 litre. Domestic flights in Japan have no such limit. Alcohol over 24% and up to 70% is limited to 5 litres per person, and over 70% is not allowed in the cabin or the hold. These are the rules of Japan's Ministry of Land, Infrastructure, Transport and Tourism, checked on 13 October 2026. The table compares how 99 airlines treat duty-free bags, transfers and alcohol.

From each airline's own pages (checked 13 October 2026). Japan's 100 ml and 1-litre rules apply to every airline leaving Japan, so the table shows only what differs. 'Same as Japan's rules' means what the airline writes matches them. — means the pages we read say nothing on it.
How we counted
- Duty-free bag: 'carry it extra' means the airline lets you bring it on top of your bag and personal item. 'As the personal item' means it can be your one personal item. 'Counts as carry-on' means it must fit within the carry-on allowance.
- Connecting: what the airline tells passengers who connect with duty-free liquids. 'Varies by country' means the airline lists the countries; open the row to see them.
- Airline's own rules: rules on liquids or alcohol that the airline adds to Japan's rules, such as a lower limit or unopened bottles only.
We read each airline's pages on carry-on baggage, liquids, duty-free, transfers and alcohol, and used only the rules whose wording we found on the saved page. Where an airline's page only repeats Japan's rules, we count it as the same.
Open a row to see the countries for transfers, whether you can drink your own alcohol on board, and a link to the airline's page.

International flights: 100 ml containers in one clear bag of 1 litre or less. Domestic flights: no 100 ml rule. Checked bags: over 100 ml is fine.
- International flights, cabin
- Each liquid, gel or aerosol in a container of 100 ml or less. Put the containers in one clear, re-sealable plastic bag of 1 litre or less, with room to spare. One bag per person, taken out at the security check.
- Container over 100 ml
- Not allowed even if only partly full: a 120 ml container half full is still refused. 1 g counts as 1 ml.
- Size of the bag
- About 20 cm by 20 cm. A bag whose length and width add up to 40 cm or less can be used (for example 20.7 × 18.3 cm). Bags with a gusset are not accepted at Narita.
- Exceptions
- Medicines, baby milk and baby food, and special diet food in the amount needed on board. Tell the security staff; a copy of a prescription may be asked for.
- Duty-free bought after security
- Alcohol and other duty-free goods bought after security can be taken into the cabin. If you connect to another international flight, the rules of that country apply and they may be taken; check with the airline before you buy.
- Domestic flights in Japan
- The 100 ml limit does not apply; you can bring drinks on board. Toiletries and medicines are limited to 0.5 litres (0.5 kg) per container and 2 litres (2 kg) per person.
- Checked baggage
- Liquids over 100 ml can go in a suitcase checked at the counter. Toiletries and medicines keep the 0.5-litre and 2-litre limits, and alcohol follows the strength limits below.
- Flights coming to Japan
- Flights leaving an airport abroad follow the rules of the country they leave from.
From the Ministry of Land, Infrastructure, Transport and Tourism, Narita Airport and Haneda Airport (checked 13 October 2026). Narita notes that some airlines set their own limits.
16 of 40 airlines let you carry it on top of your carry-on; on 24 it counts.
- Carry it extra16
- As the personal item10
- Counts as carry-on14
16 of the 40 airlines that say let you carry a duty-free bag on top of your carry-on. On 24 it takes the place of your personal item or counts toward the carry-on weight, so leave room for it before you shop.
The country where you connect applies its own rules. What the airlines say, and connecting in Japan.
Japan's rules let you take duty-free bought after security on board, but the country where you connect applies its own rules. Japan's ministry, Narita and Haneda all say to check with the airline. This is what the airlines tell passengers.
Japan's Ministry of Land, Infrastructure, Transport and TourismAccording to the ministry, alcohol and other goods bought at duty-free shops after security can be taken on board. If you connect to an international flight, they may be confiscated under that country's rules at the security check, so check with your airline in advance.

Keep the bag sealed Many airlines that accept duty-free liquids on a connection ask you to keep them in the sealed bag with the receipt until you reach your final destination.
Connecting in Japan
From 30 March 2015, Haneda's international-to-international transfer security has a machine that checks liquids in tamper-evident bags; if they pass, they are sealed again and can go in the cabin. ANA (All Nippon Airways), Asiana Airlines say this works at Narita, Haneda and Kansai. Air Busan, Singapore Airlines, JAL (Japan Airlines) still say duty-free alcohol bought abroad has to be left at the transfer check in Japan.
If you are not sure, put bottles bought before your last flight in checked baggage, or buy at the airport you connect through.
Over 24% to 70%: 5 litres per person; over 70%: not allowed. 27 airlines add their own rules, and none of the 23 that mention it let you drink your own alcohol on board.

Frequently asked questions
How much liquid can I take into the cabin on an international flight from Japan?
Each container must be 100 ml or less, and all containers go in one clear re-sealable bag of 1 litre or less. One bag per person. Medicines and baby food in the amount you need are outside this limit.
Is there a liquid limit on domestic flights in Japan?
The 100 ml rule does not apply, and you can bring drinks. Toiletries and medicines are limited to 0.5 litres per container and 2 litres per person, and alcohol over 24% to 70% to 5 litres per person.
Can I put liquids in checked baggage?
Yes, liquids over 100 ml can be checked. Toiletries and medicines keep the 0.5-litre and 2-litre limits, alcohol over 24% to 70% is 5 litres per person, and over 70% is not accepted. Some airlines set lower limits; see the table.
Will duty-free alcohol be taken when I connect?
It depends on the country where you connect. Of 42 airlines that say, 22 say a sealed tamper-evident bag with the receipt is fine, 9 say it may be taken or must be left, and 10 list the rules country by country.
