Yes, if INPUT on the power adapter includes 100V. Apple lists a line voltage of 100V to 240V AC for the MacBook Air (13-inch, M3, 2024) and the MacBook Pro (16-inch, 2024). Japan's outlets take Type A plugs.
What Apple lists for its laptops
Both models list a line voltage range that includes Japan's 100V.
In English: Line voltage: 100V to 240V AC. Frequency: 50Hz to 60Hz (MacBook Air, 13-inch, M3, 2024).
In English: Line voltage: 100V to 240V AC. Frequency: 50Hz to 60Hz (MacBook Pro, 16-inch, 2024).
Any other laptop: read the adapter
The INPUT line on the power adapter decides it. 100-240V includes Japan's 100V.

Japan's outlets take Type A plugs with two flat pins (JNTO). A laptop adapter with any other plug needs a plug adapter.
Working on the train
6 shinkansen types have an outlet at every seat, ordinary cars included (JR companies' official pages).
