Why a sanitizing gel goes in the liquids bag

A gel does not pour, yet Japan's list counts it as a liquid in its first note.

The shape test
The first note on Japan's liquids list says the restriction covers the liquid, the gel and the aerosol, and also articles which cannot keep their shape without the container. A sanitizing gel meets that test whether it comes in a tube, a pump bottle or a sachet. The list's own example of the product is Hand Sanitizer, in the row for liquid surface disinfectants.
Medicine or toiletry, the limits match
A gel sold as a quasi-drug belongs to the medicines table of the main list, defined as covering medicines and quasi-drugs under the pharmaceuticals law. One sold as a cosmetic belongs to the other table, defined as grooming products plus goods with a cleansing, deodorising or sanitising effect. Both tables allow it in the cabin and in checked baggage and cap a container at 0.5 L or 0.5 kg.
The bottle is measured, not what is left in it
Hong Kong's CAD spells out what happens to a half-used pump bottle: liquids, gels and aerosols carried in containers larger than 100 ml will not be accepted, even if the container is only part-filled. Australia's Home Affairs department says the same of containers larger than 100 mL or 100 g that are only partially filled, and adds that the restriction does not apply to checked baggage.

Does hand sanitizer gel count as a liquid at airport security?

Is a gel sanitizer treated differently from a liquid or spray one?

Not in Japan. The main list's row covers disinfectants as liquids and sprays, alcohol-based products included, and a gel takes the same figures. The one extra condition is written for sprays: a gas-filled can must have its valve protected by a cap or other suitable means, which does not arise for a tube or a pump bottle of gel.
