The row sits in the table of other daily goods, not with disinfectants or sprays, and its remark turns on the contents: a product can be transported only when no dangerous good of that kind is inside it or generated by it.
A deodorising or disinfecting spray is a different row
Sprays for deodorising and disinfecting the body, clothes and rooms, alcohol-based ones included, appear in the cosmetics table and are allowed in the cabin and in checked baggage within its quantity limits. That table is headed as covering products with flammable liquid or pressurised gas. The air-sanitising row, by contrast, is written around what the product contains, not around its shape.
Chlorine-based cleaners are barred by the same list
A note in the cosmetics table says bleach, mould removers and any detergent labelled 塩素系 (chlorine-based) or 混ぜるな危険 (do not mix) cannot be carried on or checked. The liquids table repeats it with a row for bleach and strong mould remover, marked not allowed in either place.
