Chemicals on flights in and from Japan
The rule for chemicals comes from the Civil Aviation Bureau's list of restricted items and is the same on domestic and international flights.
| Where | Allowed? | What applies |
|---|---|---|
| In the cabin | No | No. Hydrochloric acid, sulphuric acid, formalin and chloroform are listed as not allowed. |
| In checked baggage | No | No. |
Acids, formalin and household chemicals: reading the label
The acids and solvents named on Japan's list are examples. For anything else, the label and the maker's safety data sheet are what the rules point to.
- The named rows are examples
- Japan's list calls its entries representative examples. Among liquids it names hydrochloric and sulphuric acid, formalin, chloroform, arsenic, agricultural chemicals and plain ethanol, every one of them crossed out for carry-on and checked baggage. It adds that items not shown as examples can also be refused when their safety cannot be confirmed and they are judged to be dangerous goods.
- What the label and the data sheet tell you
- The Civil Aviation Bureau says a product may be dangerous goods if its safety data sheet (SDS) or its packaging carries the hazard pictograms, and that the maker can confirm whether it may go by air. The baggage list works the other way too: an item named among its examples travels without restriction if an SDS or a document issued by the manufacturer judges it non-dangerous.
- Household and garden chemicals on other lists
- Other authorities name everyday products. Australia's CASA flags household chemicals and cleaning agents, drain cleaner among them, as Item Not Permitted. South Korea's dangerous goods page lists herbicide and pesticide as toxic items and hair perm solution as an oxidizing material. GOV.UK gives rat poison as its example of a poison and puts car body repair kits among oxidisers and organic peroxides, for neither hand luggage nor the hold.
- Formalin strength: the TSA's arithmetic
- Japan's formalin row has no strength note: formalin is simply marked × in both columns. The TSA draws its line at 10% formaldehyde and explains what that means for the product. Full-strength formalin is typically 35 to 40% formaldehyde by volume, so a solution that is less than 25% formalin is under 10% formaldehyde and is not restricted as a hazardous material.

If security in Japan will not let chemicals through
- What to do
- Chemicals cannot go in checked baggage either. Leave them behind or hand them to someone who is not flying. Narita Airport states that anything given up at the checkpoint is discarded and cannot be returned.
- If it gets on board
- Taking an item that is restricted from the cabin onto an aircraft is punishable under Japan's Civil Aeronautics Act: up to 2 years' imprisonment or a fine of up to 1,000,000 yen.
