Some cards are not supported. JR-West's English FAQ says any international brand credit, debit or prepaid card in your name (Visa, Mastercard, JCB, American Express) that works with online or in-app Apple Pay can be used to charge an ICOCA with Apple Pay.
Can I move a plastic card to Mobile ICOCA?

Can I get a refund on Mobile ICOCA?
JR-West's English page says ICOCA cannot be refunded through Apple Wallet and asks you to use up as much of your remaining funds as possible. JR West's Japanese page says an ICOCA on Apple Pay is refunded from the ICOCA app or the member menu website, with a fee of 220 yen. The balance is paid to a bank account you specify, about 2 to 6 weeks after the procedure as a guide, and nothing is refunded if the balance is less than the fee.
What if I lose my phone with Mobile ICOCA?
JR West says that if the device running the ICOCA app is lost, stolen or broken, you should promptly stop its use by making a reissue registration, which disables the ICOCA on the device and saves the ICOCA information to the server. It says reissue has no fee. JR West says a reissued ICOCA cannot be received if a different Google account is set in the Osaifu-Keitai app or the new device has a different OS, for example from Android to iOS or watchOS. In that case you must refund the ICOCA on the member menu site and issue a new one on the new device.
