Sunscreen spray: aerosol can or mist pump, the cap and the gas

A sunscreen spray is judged as a spray first and as sunscreen second: the can, the gas inside and the cap decide the answer.

Aerosol and mist pump are both sprays
Japan's list of restricted items defines the word for cosmetics: a spray means a gas-filled aerosol spray and also a liquid-filled mist spray. A pump bottle of sunscreen mist therefore falls under the same line as a pressurised can. The liquids list for international flights keeps separate rows for aerosols and for pump-sprays and atomizers, and treats both as liquids.
Sprayed on the skin, or sprayed on things
The Japanese liquids list sorts spray cans by purpose. Cosmetics and quasi-drugs put straight on the skin, such as beauty and whitening sprays, may go in the cabin within the liquid limits. Sporting and daily-use aerosols such as water repellent sprays are accepted only in checked baggage on international flights. Sunscreen spray is not written out as an example; its place follows from being used on the skin.
A locking nozzle can stand in for the cap
The cap is not the only protection the rules accept. Japan's list allows a cap or another suitable method, which it describes as a measure that keeps the valve from being pressed. Australia's security page accepts a fitted cap or a locking device. Without either, an aerosol container is on the Australian list of prohibited items, even when it is for personal use.
Counted in cans in some places
Japan measures sunscreen spray by weight or volume inside the shared toiletry total. South Korea's aviation security site counts cans instead: toiletries including aerosols may be 0.5 litres each, with up to 4 cans in total. Taiwan's CAA and Hong Kong's CAD illustrate their 2 kg or 2 L per-person total with the same picture, 4 cans of 500 ml.

Move sunscreen spray to the bag you check in before you reach security, within the checked-baggage limits above. Narita Airport states that anything given up at the checkpoint is discarded and cannot be returned.

A pressurised can also needs its valve protected.

Is a flammable sunscreen spray allowed on a plane?

Yes, as a toiletry applied to the body. CASA accepts aerosols containing flammable gas in toiletry or medicinal articles in carry-on and checked baggage. Hong Kong's CAD forbids flammable aerosols only when they are not for medicinal or toiletry purposes. Japan's list says a can marked 火気と高温に注意, a warning about fire and heat, uses flammable gas, and sets its no-flammable-gas condition only for spray cans that are neither cosmetics nor medicines.
