What the rule says

Japan follows the international rules on dangerous goods, set out by the Civil Aviation Bureau.

Matches: carry-on and checked baggage
WhereAllowed?What applies
In the cabinNoNo. Japan does not allow matches in the cabin or the hold, including safety matches.
In checked baggageNoNo.

What that means in practice

This is stricter than some countries, where one book of safety matches is permitted. In Japan the answer is no.

Before you get to the checkpoint

  • Airlines can be stricter than the national rule. If it matters to your trip, check your airline's own page.
  • If an item is refused at the checkpoint you cannot go back and check it in — you lose it.
  • Japanese security staff will ask before opening your bag, and most speak enough English for this.

Why the rule is what it is

An ignition source that can go off by itself is the one thing the rules treat most strictly. One lighter on your body is the single exception, because it stays where staff can see it.

If it is refused
You cannot go back and check it in once you are at the screening point. It is taken from you and disposed of, and there is no compensation. Some Japanese airports have a post counter before security where you can mail it to yourself.
Who decides
The officer at the checkpoint, applying the national rules and your airline's own conditions. Where the airline is stricter, the airline wins.

Where to buy it
Supermarkets and home centres

Since this cannot travel with you, buying it after you land is the way round it. Drugstores and convenience stores are open late and are in every neighbourhood.

One lighter, no matches

Japan is stricter here than many countries.

  • One lighter per person, carried on your body rather than in a bag. A second is taken at the checkpoint.
  • Matches are refused in the cabin and the hold — including safety matches, which some countries allow.
  • Electric arc and plasma lighters are not accepted at all.
  • E-cigarettes and heated tobacco go in the cabin only, and cannot be used or charged in flight.
