Can I bring sheet masks on a plane?

Carry-on in JapanYes
Checked bag in JapanYes

Sheet masks can go in both carry-on and checked bags in Japan.

Carry-on: Yes. Japan's liquids list names sheet-type facial masks among the items outside the liquid limit: on international flights they can be carried on in any quantity and do not need to be declared to the screener. Checked baggage: Yes.

Sheet masks on flights in and from Japan

The rule for sheet masks comes from the Civil Aviation Bureau's list of restricted items. On international flights its liquids list applies as well.

The entry is for the sheet type, which the Japanese list describes as beauty packs made of paper. A cream or gel mask in a tube or jar cannot keep its shape without its container, so it counts as a liquid on international flights: 100ml (g) or less per container, inside the 1 litre transparent bag.

Sheet masks: a soaked sheet that Japan does not count as liquid

A sheet mask is wet, but Japan's list files it with make-up cotton, and the neighbouring lists do not all agree.

Moisturising sheets and beauty sheets are both written into the entry
The English list calls the entry Cottons for makeup and Facial mask (Sheet type). The Japanese version gives its examples as paper: 保湿パック紙 (moisturising pack sheets) and 美容パック紙 (beauty pack sheets), next to wipe-off cleansing sheets. A mask is on this line because it is a sheet, and the essence it carries is not measured.
South Korea groups mask packs with wet tissues, Taiwan with toothpaste
South Korea's list has an entry for mask packs (마스크 팩) and says wet tissue types fall under the liquids, gels and aerosols control when carried into the cabin on an international flight. Taiwan's CAA names 面膜 (facial masks) in the same sentence as toothpaste, facial cleanser and hair gel as things that must meet the carry-on limit.
Japan's list speaks for departures from Japan
The list opens by saying it applies to departing international flights originating from Japan, and its notes say the tables are not applicable to other States. A box of sheet masks that passes freely at a Japanese checkpoint is judged again under the local rule at a transfer airport abroad.
Bringing them into Japan
On arrival the question moves from security to the health ministry's rules on personal imports. Its Q&A lists pack products (パック類) as a kind of cosmetic. Standard-size cosmetics are limited to 24 per item. For small products of 60 g or 60 ml or less the figure is 120 per item, and a product wrapped as single uses is counted at 1 per use.

Frequently asked questions

Can I bring sheet masks on a plane?

On flights in and from Japan: Yes. Japan's liquids list names sheet-type facial masks among the items outside the liquid limit: on international flights they can be carried on in any quantity and do not need to be declared to the screener. In checked baggage: Yes.

Do sheet masks have to go in the clear liquids bag?

Not when you leave Japan. Japan's list keeps sheet-type facial masks out of the liquid restriction and says there is no need to offer them to the screener. Taiwan answers differently: its CAA lists 面膜 among items that must meet the carry-on limit, with each container no larger than 100 ml.

Can I carry sheet masks bought in Korea in my hand luggage?

Yes, within South Korea's cabin liquids control on international flights: 100ml or less per container, in 1 clear zip bag of 1L per person. The mask pack entry applies that control to wet tissue types. On domestic flights, and in checked baggage on any flight, the same entry allows mask packs.

How many sheet masks can I take on a plane from Japan?

Japan's liquids list sets no number for them. Items in its not-restricted section, which includes sheet-type facial masks, can be carried into the cabin regardless of the quantity. For a flight out of Taiwan, the CAA says liquids handed over as checked baggage are not subject to its carry-on limit.

What is the rule for sheet masks on flights from South Korea and Taiwan?
