Box cutters on flights in and from Japan

The rule for box cutters comes from the Civil Aviation Bureau's list of restricted items and is the same on domestic and international flights.

Box cutters, loose blades and the small cutters that can pass

Japan's list marks the box cutter as not allowed in the cabin and writes no exception. Other tools called cutters are answered row by row, and some can pass.

Japan's list has a group headed cutters. Its first row is the box cutter, with NT Cutter given as its example and no condition in the note column. The rows below it are different tools that share the word: cigar cutters, seat belt cutters, food cutters and apple cutters, each allowed in the cabin on a stated condition.
Small cutters pass when the blade cannot come out
For a guillotine-type cigar cutter, a seat belt cutter, a food cutter and an apple cutter, the note is the same: the tool can be carried on if the blade cannot be separated from the body. A scissor-type cigar cutter needs a tip that is not pointed and a blade of 6 cm or less. The pizza cutter is not allowed in the cabin and its note is empty.
An empty handle is still a box cutter at the TSA
The TSA requires box cutters and utility knives to go in checked bags with or without blades, so taking the blade out does not turn the handle into a carry-on item. Loose blades are covered as well: the Razor-Type Blades entry bars box cutters and razor blades not in a cartridge from carry-on. South Korea's list names the cutter blade itself, outside its 6cm rule for other knives.
Pill cutters and thread cutters at the TSA
The TSA answers for other small cutters separately. A pill cutter is allowed in carry-on and checked bags. Circular thread cutters, and any other cutter or needlepoint tool that contains blades, must be placed in checked baggage. Cigar cutters are generally permitted, with a recommendation to pack them in checked baggage.

If security in Japan will not let box cutters through

What to do
Move box cutters to the bag you check in before you reach security. Narita Airport states that anything given up at the checkpoint is discarded and cannot be returned.
If it gets on board
Taking an item that is restricted from the cabin onto an aircraft is punishable under Japan's Civil Aeronautics Act: up to 2 years' imprisonment or a fine of up to 1,000,000 yen.
