Can you bring hand sanitizer on a plane?

Sanitizer strength, spray bottles and alcohol wipes

Japan's list sets no alcohol percentage for sanitizer. The form of the product matters there, while Mainland China draws its line at 70%.

No alcohol percentage on Japan's list
The row for disinfectants covers liquids and sprays, alcohol-based products included, and states no strength. The 70% figure on the same list belongs to alcoholic drinks, and that row sends disinfecting products back to the cosmetics and medicines tables. What the list bans is ethanol itself, in the cabin and in checked baggage, with the same pointer beside it.
Pump sprays and gels are on the liquids list too
The liquids list has a row called Liquid Surface Disinfectants with Hand Sanitizer as its example, and it names disinfectants again under pump-sprays and atomizers. Each takes the 100 ml container rule in carry-on on international flights. For a gas-filled spray the main list adds a condition of its own: the valve has to be protected with a cap or by other suitable means.
Wipes are outside the liquid rule
Wet tissues are on Japan's list of things not included in the liquid restriction, and Narita Airport says wet wipes can go in carry-on baggage. Hong Kong's CAD is more exact: sealed packets holding less than 10 ml of alcohol absorbed into a solid material, such as alcohol wipes, with no free liquid, travel in carry-on or checked baggage without restrictions. The TSA lists Disinfecting Wipes as allowed in both.
A refill bottle draws on the same total as your toiletries
The per-person figure of 2 L or 2 kg is not reserved for sanitizer. A note beside it on the main list makes it the combined quantity for the cosmetics table, the medicines table and other spray cans. A 0.5 L refill bottle, the largest container allowed, comes out of the allowance that also has to cover hairspray, sunscreen, perfume and insect repellent.

Is 70% alcohol hand sanitizer allowed on a plane?

Is a disinfectant spray for surfaces treated like hand sanitizer on a plane?
