Earplugs and eye masks: plain ones and gel-filled ones

Plain earplugs and a fabric eye mask are not named in any of the official lists we read. A gel filling is where a rule begins.

Absent from Japan's list
Japan's list of items restricted in carry-on or checked baggage has no row for earplugs or eye masks. Its halves cover dangerous goods and objects that could serve as weapons. Foam or silicone plugs and a cloth mask contain nothing from either half: no blade, fuel, gas or battery.
A gel-filled eye mask is a different case
Japan's liquids notice for international flights applies to liquids, gels and aerosols, and to articles that cannot keep their shape without a container. A cooling or warming mask filled with gel can fall under it, and the notice leaves the concrete judgment to the screener at the checkpoint. A fabric mask raises no such question.
What the TSA lists nearby
The TSA's What Can I Bring? list has no entry for earplugs or eye masks. The rest of a sleep kit is there and is allowed: Pillows, Blankets and Headphones are each marked Yes for carry-on and Yes for checked bags.

Frequently asked questions

Can you bring earplugs and an eye mask on a plane?

On flights in and from Japan: Yes. In checked baggage: Yes.

Can you take earplugs through airport security in Japan?

Yes. Japan's list of items restricted in carry-on and checked baggage has no row for earplugs or eye masks. Narita Airport explains that carry-on bags are inspected for items that can be used as a weapon and checked bags for goods prohibited from transport, such as explosives. Foam plugs and a fabric mask are neither.

Does a gel eye mask count as a liquid at airport security?

It can. Japan's liquids notice for international flights covers gels and any article that cannot keep its shape without a container, and says the screener at the checkpoint gives the concrete judgment. The same notice asks passengers to put liquids and gels they will not use in the cabin into checked baggage.
