What the rule says

Japan follows the international rules on dangerous goods, set out by the Civil Aviation Bureau.

  • If an item is refused at the checkpoint you cannot go back and check it in — you lose it.

Why the rule is what it is

Lithium batteries can enter thermal runaway. The rules put them where a crew member can reach them, and cap how much energy one person carries.

You cannot go back and check it in once you are at the screening point. It is taken from you and disposed of, and there is no compensation. Some Japanese airports have a post counter before security where you can mail it to yourself.
Who decides
The officer at the checkpoint, applying the national rules and your airline's own conditions. Where the airline is stricter, the airline wins.

The rule behind every battery question

Lithium batteries are the single biggest fire risk on an aircraft, so the rules are about where the battery sits, not what the device does.

  • Spare lithium batteries and power banks always travel in the cabin, never in the hold — a fire in the cabin can be dealt with.
  • Devices with the battery installed can usually go either way, but must be switched fully off in checked baggage.
  • Watt-hours decide the limit: under 100Wh no approval is needed, 100–160Wh means airline approval and a limit of two, over 160Wh is refused.
  • If only mAh and volts are printed on the battery: Wh = mAh ÷ 1000 × V.
  • From 2026 Japanese carriers also ask you to keep power banks in view and not charge from them in flight.
